Future Development

Because of low cost, production controls, and sustainable manufacturing, demand for recycled materials in local industry rises steadily, creating a need for new facilities. We propose to add five (5) new buildings to the Harford Minerals Campus.

A Local Future for Recycling

Managing waste materials is not tomorrow’s problem, but something we must actively combat today. Understanding  both the opportunity and the urgency of recyclable  materials, our goal is to advance forward as a full-scale eco industrial center designed to fully monetize waste, drive economic development, and advance environmental sustainability for Harford County and Maryland.

The Need for Innovation

While Maryland’s waste diversion rate has greatly increased in the last thirty years, it has plateaued recently— new developments like Harford Minerals will reignite momentum for progress in this crucial space, and lead the way for the entire state. Compostables and paper materials constituted the largest portion of materials recycled, meaning the need for recycling streams of other materials is even more urgent.

Development Details

Logistically, opportunities exist for easy rail and truck transport to the site, allowing for operations to scale with ease. One building will be utilized for tunnel segment precast or brick manufacturing, and the other four buildings may potentially be used for various materials processing such as titanium, paper, plastic, electronics, rare earth, and tire recycling. Ideally, an innovative research facility will also amplify the facility’s demand.

Repurpose Maryland is a planned innovation hub that represents the not-for-profit extension of Repurpose Aggregates. In collaboration with the various private and public entities (e.g., including, state agencies and the University of Maryland), Repurpose Maryland will be the research-focused arm of the company, focusing on creating the strategic partnerships and advancements that will drive the science and technology needed to develop innovative reuse and repurposing methods that will become the new standard of the industry and sustainable building.

Harford Materials has developed an essential campus for sustainable materials in the construction and aggregates industries, pioneering new technologies and practices never before seen in Maryland. Currently, the Joppa, MD campus includes Harford Minerals, Repurpose Aggregates, and Suscon Products.

Harford Minerals

Harford Minerals has been a leading supplier of aggregate materials in addition to providing a reliable waste reclamation and recycling center for decades. Located in Joppa, MD, it produces a wide range of recycled aggregates for commercial use.

Repurpose Aggregates

Repurpose Aggregates is a product of Harford Minerals. With our plant investment and installation in 2022, we produce aggregate materials from discarded construction, demolition, and excavation (CDE) waste, in addition to dredge materials.
